Abstract

The following urban tale is a fiction inspired by a tragic event that took place in Montreal in December 2009. This urban tale illustrates ethical issues representing key questions related to the protection of vulnerable populations, that is, institutionalized elders and negligent supervision of intermediate resources by various government agencies. Who has the responsibility to ensure the welfare of these individuals?
